Mr Tan Hup Foi
Chairman of Caring Fleet
Mr Tan Hup Foi is the Chairman of Caring Fleet and former Chairman of Ngee Ann Polytechnic Council. He is also the Honorary Vice President of the International Association of Public Transport (UITP) and Honory Chairman of UTIP Asia Pasific Division. Mr Tan also serves on the board of several companies in Singapore. He was the Chief Executive of Trans-Island Bus Services Ltd from 1994 to 2005 and also the Deputy President of SMRT Corporation Ltd from 2003 to 2005. He was awarded the Bintang Bakti Masyarakat (Public Service Star) in 2008 and Pingat Bakti Masyarakat (Public Service Medal) in 1996 by the President of Singapore.
Mr Fong Yong Kian
Chief Executive, Tote Board
Mr Fong Yong Kian was appointed Chief Executive of Tote Board on 1 Jan 2014, seconded from the Administrative Service. He has more than 25 years of experience in the public sector, with experience in the Ministries of Communication and Information, Defence, Home Affairs and Finance. Mr Fong was part of the team involved in Singapore’s first big public sector privatisation exercise involving the former Singapore Telecoms. Mr Fong was awarded the Public Administration Medal (Silver) in Aug 2003 for his roles in combating SARS when he was at the Ministry of Home Affairs. Mr Fong assumed the appointment of Director-General of Singapore Customs from Jan 2008 and led the organisation to achieve the prestigious Singapore Quality Award in 2012. He was commended with a second Public Service Medal (Silver) in 2010. Mr Fong graduated from the University of Oxford in 1987 with a Bachelor of Arts in Political Science, Philosophy and Economics, under the Public Service Commission (Overseas Merit) Scholarship. He also attended the Programme for Management Development at Harvard Business School in 2000.

Mr Phoon Chee Meng is an Expert Singapore Certified Management Consultant. He has been engaging with and providing consultancy to SMEs since 2009 as a Business Consultant, Advisor or SkillsFuture Mentor. He assists clients, who are local or overseas, publicly listed or unlisted companies across different industries, in meeting business objectives through developing and implementing HR practices, general business development and management strategies. He was previously the Head of Group HR for ComfortDelGro Corporation Ltd, Vice President and Head of Corporate HR & Planning in DelGro Corporation Ltd from 2001 to 2004. Mr Phoon also brings with him a wealth of working experience in corporate services and business development. He was the Executive Vice President of Corporate Development in TranSil Corporation Pte Ltd from 2004 to 2008; and Vice President of Corporate Development of DelGro Corporation Ltd from 1995 to 2001, where he was a principal staff responsible for the expansion of DelGro Group’s businesses both locally and overseas through mergers and acquisitions of taxi, car-rental and related businesses. He was a Branch Manager, Assistant Vice President with UOB Bank before joining the former DelGro Corporation Ltd. Mr Phoon completed the Program for Management Development conducted by Harvard Business School (USA) in 2000. In 2011, he was certified as a Consultant for The Birkman Method®, a personality assessment tool, by Birkman International, INC. (USA).
Mr David Chan Kwai Choon
Mr David Chan Kwai Choon has more than 27 years of Management and Sales/Marketing experience in the shipping and logistics industries. He spent over a decade working overseas in Taiwan, UK and USA handling fleet and people management. Mr Chan holds a double Master’s Degree in Business Administration and Logistic Management from Oxford Brookes University in UK and RMIT Australia respectively. After leaving the shipping/logistics industries, with his vast experience, Mr Chan worked and contributed greatly to the Caring Fleet Services Ltd for 4 years. With his experience he is able to continue to provide his invaluable guidance and advice to the organisation. He is currently serving on the board of a residential Bible school for the last 4 years.
